Sidorenko O.V. Assessment of Coordination of Innovative and Investment Policies in Khabarovsk Krai
The article substantiates the need for coordinated mechanism of the formation and implementation of innovative and investment policies in the Russian regions in order to create an innovative economy. The assessment of consistency of innovative and investment policies in the region (on the example of Khabarovsk Krai) is made. The directions for improving the mechanism of formation and implementation of innovative and investment policy of the region are proposed. There directions allow coordination of innovative and investment policy within one way of regional policy of Khabarovsk Krai and creation of necessary conditions for the development of regional innovative system.

The article describes main issues related to the features of strategic planning in a number of foreign countries. Stepashko A.A., Boiko T.S. Development of International Tourism in Khabarovsk Krai in the Conditions of Digital Economy
The article considers the development of international tourism in the Khabarovsk Krai in 2011-2017. A number of major trends is identified on the basis of regional statistics. It is shown that international tourism is developing dynamically, but at the same time is influenced by various factors and market conditions. The activity of the industry entities is examined in relation to their online or offline segment of tourism, the interaction patterns are given. The main information technologies used in tourism are defined and recommendations for the introduction of other systems to the entities of Khabarovsk Krai industry are given.

The article presents the results of a study of the similarities and differences between the current require-ments of IFRS and the United States Generally Accepted Accounting Principles for the presentation of infor-mation in financial statement. Particular attention is paid to the accounting of fixed assets, identifiable intangible assets, goodwill, research and development costs, reserves, preparation of consolidated financial statements.

The importance of location factor in the formation of real estate value, properties of real estate and characteristics of location factor are considered in the article. The approaches to the valuation of real estate and methods including the options for calculating the adjustment to the location of real estate are examined. The research results of the influence to the location factor on the markets of commercial and industrial facilities in Khabarovsk city, in the framework of scoring factors method within the method of sales’ comparative analysis, are shown.

The key elements of program-target management at the regional level are the state programs of the Russian Federation and its constituent territories. Due to their implementation in a certain area, they allow you to create a resource support for priority activities. In order to solve defined tasks jointly, the state programs of the constituent territories should correspond to the goals and objectives of the state programs on the federal level. At the present day, this relationship has been insufficient. In view of the special attention of the President of Russia to the Far East and the creation of territories of advanced development on it, it is necessary to strive to ensure that the state programs of the constituent territories have a unidirectional vector with the state programs of the Russian Federation. The article deals with the main problems of the formation of the state programs of the constituent territories and their compliance with the goals and objectives of the state programs of the federal level. The main drawbacks that negatively affect the content of the state programs of the regions of the Far Eastern Federal District are distinguished. The main directions in which regional authorities need to focus on the formation of the state programs of the constituent territories are defined.

The authors considers that Far Eastern Federal District, Khabarovsk Krai have the opportunities for innovative development. This aspect is achieved through the creation of territories with the special status of PSEDA, FPV, SEZ. Small innovative companies, with additional incentives (in particular venture funds), can be key elements for them. At the present stage, preferential tax incentives can ne the real mechanism.

Tomilov M.V. The Northern Sea Route as a Catalyst for Integration in North East Asia
Integration process in North East Asia is moved slowly with lots of difficulties. The article considers NEA countries cooperation in the Arctic (Northern sea route particularly) as one of potential tools to boost their trade links with Russia and European Union correspondingly. In its turn Russia can use it to develop its Far Eastern and Arctic regions. In addition this kind of cooperation lets NEA countries to formulate some provisions for future integration accord.

New conditions and technologies qualitatively change the person who became a fundamental basis of scientific and technological development of the region. The main conclusions of the research are that the criterion of a qualitatively new state of technology is its impact on the qualitative change in the functions of labor content; automation provides all the main areas leading to technological replacement of man. In order to be qualitatively new and to provide technological replacement of a man, the innovative technology is released either partially or completely from the structure of traditional technology.

Creation of conditions for the development of competition in the retail trade is one of the important tasks for the authorities of the Russian Federation. As part of this task, the authorities ensure the development of the infrastructure of trade facilities, implement measures aimed at reducing information barriers for the retail market participants and develop measures to counter unfair competition. This article briefly presents the author's method of determining the competitiveness of retail organizations. The practical significance of the methodology is that it allows organizations of this sphere to assess their competitiveness relative to other market participants by means of monitoring without significant cash investments.

ISSUES OF LINGUISTICS AND LANGUAGE STUDIES
Akimova I.I. Linguodidactics. Technique or Cognitive Science?
The article is based on the research of a number of functional and semantic categories in the Russian and Chinese languages, made in the direction of functional and communicative linguo-didactic (pedagogical) model of the Russian language (M.V. Vsevolodova and others): nominal and adverbial temporality and locativeness, factuality, ontology (and possession). The article presents certain conceptual meanings and means of their expression in the Russian language, creating the maximum language barrier for Chinese students. The cases of differences in the structure of conceptual categories accepted by us as linguistic universities are presented as the arguments of thesis about the need for comparative research and description of students’ native and foreign (studied) languages. All differences are manifested at the level of meanings as for semantic lacunarity and at the level surface-syntax as for difference in the ways of coding semantic-universal meanings.

Karimova T.N. The Process of Nomination of Geographical Objects in the Toponymy of the Amur Region
The article presents a description of the features inherent in the process of nomination of geographical objects of the Amur region. The most important features of toponymic vocabulary are its high information potential, pronounced national and cultural specificity, as toponyms are closely related to the history and culture of people. The peculiarity of the mentality and history of the nation determines the peculiarities of semantic content of place names. The reference to the facts of regional toponymy in the process of teaching the Russian language in the university contributes to the formation of general cultural competence of bachelors, awareness of the uniqueness of the native language, native culture.

Vorobyova I.A. Epistemic Verbs as a Means of Expression of Epistemic Modality in English Political Discourse
The article considers the problem of expression of epistemic modality with the help of epistemic verbs in English language. At the first stage of the research, synonymic series of epistemic verbs were identified on a basis of dictionaries’ selection of synonyms in English language. At the second stage, the examples of these verbs’ epistemic modality expression in English political discourse were selected.

Pak S.M. Linguistic and Cognitive Aspects of Translation as a Learning Activity
The article considers translation as the most important type of learning activity in the practice of teaching the foreign languages at the university. Grammatical and lexical difficulties of translation are examined. It is proved that traditional recommendations on overcoming grammatical and lexical difficulties of translation should be supplemented by including cognitive or cultural factors. It is important to include the entire cultural and ideological context of the compared cultures.
